PREQUALIFICATION NOTICE FOR THE OPERATION & MAINTENANCE PEOJECT OF COAL UNLOADING JETTY

Port Qasim Electric Power Company (Private) Limited (“PQEPC”) is inviting sealed applications for the Prequalification of Contractors for the Operation and Maintenance Project of Coal Unloading Jetty dedicated for PQEPC 2x660MW Coal-Fired Power Plant. Open bidding practice shall be adopted as per regulatory guidelines. Pre-qualification of bidders shall be conducted as the first step of the bidding process for selection of O&M Contractor.

1. General Conditions

Project Summary: PQEPC wishes to prequalify the contractors for the operation and maintenance project of coal unloading jetty and invites the interested parties to submit the prequalification application in accordance with the requirements mentioned in Prequalification Documents.

2. Project Information

Project Name: Prequalification of Jetty Operation and Maintenance Contractors.

Project Location: EIZ/LL/SP-14, opposite the Engro Polymer, Port Qasim, Karachi, Pakistan(“Site”).

Power Plant Name: PQEPC 2x660MW Coal-Fired Power Plant.

3. Qualification Requirement for Participating in Prequalification

(1) The scope of Applicant’s business license should include Contents relevant to cargo handling & storage or development & management or operation of jetty or port.

(2) The Applicant must have past experience of handling similar Jetty or Power Plant Operations and Maintenance. The Applicant must be familiar with the operation and maintenance of ship unloader and coal conveyor belt system.

Preference shall be given to Applicants, those have experience in the last 5 years with similar technology, coal handling capacities and similar site conditions, etc.

(3) The Applicant or its nominated entity must be registered in compliance with the laws and regulations of Pakistan (or should ensure to get registered in Pakistan if awarded the Project).

(4) Type of company for participating in prequalification: a firm, company or body corporate, i.e.partnership, private limited, public limited, consortium.

In case of consortium or JV, lead applicant should be appointed through a Power of Attorney and a JV agreement shall be submitted.

(5) Other requirements as mentioned in detail in the prequalification documents.

4. Acquisition of Prequalification Documents

All Applicants can collect Prequalification Documents from the PQEPC"s Head office (online pdf file will be shared), before 18:00 hours 11th March 2025(Pakistan Time) for free. 

5. Submission of Prequalification Application Documents

The prequalification application along with the required documents must be submitted by 10:00 hours on 1st April 2025(Pakistan Time).
