1 Tender conditions
This project Fly Ash and Bottom Ash Transportation Services has been approved by PowerChina Resources Limited with the “Reply on the approval of the project of Fly Ash and Bottom Ash Transportation Services of PT. Tenaga Listrik Bengkulu〔2023〕No.314”. The project owner is PT. Tenaga Listrik Bengkulu, the construction funds are self-raised and the funds have been implemented, the investment ratio is 100%, and the tenderee is PT. Tenaga Listrik Bengkulu. The project has met the bidding conditions, and now the project Fly Ash and Bottom Ash Transportation Services conduct public tenders.

2 Project Overview and Bidding Scope
2.1 Project location: PT. Tenaga Listrik Bengkulu, PLTU Bengkulu, Teluk Sepang,  Kampung Melayu,  Kota  Bengkulu,  Bengkulu
2.2 Project scale: Power Generation 2 x 100 MW
2.3 Project Service period: 1 year, Scheduled start time: January 1, 2024
2.4 Bidding scope: Transport Fly Ash and Bottom Ash produced by PT. Tenaga Listrik Bengkulu in 2024
2.5 Division of bid sections: One section only
2.6 Other Additional（If any): Only one winning bidder

3 Bidder qualification requirements
3.1 This bidding requires that the bidder’s qualifications, performance and the main project leader meet the following requirements and that the bidder has corresponding fly ash and bottom ash transport capabilities in terms of personnel, performance, equipment, funds, etc.
3.1.1 Qualification requirements: It must be a company registered in Indonesia with independent legal personality. 
3.1.2 Financial requirements: The bidder must have good bank credit and business reputation, and it has not been ordered to suspend business, asset reorganization or bankruptcy, property has not been taken over or frozen, and has a good financial status in the past three years.
3.1.3 Performance requirements: The bidder must have the corresponding means of transportation, and provide the corresponding transportation plan and related certification material.
3.1.4 Reputation requirements: No criminal record in the past three years.
3.1.5 Qualification requirements for the main project leader: Have knowledge of production safety and management skills relevant to ash and slag transportation activities.
3.2 Other requirements: A manufacturer can only appoint one agent to participate in the bidding for the same brand and type of equipment/materials.
3.3 Consortium bids will not be accepted in this tender.

4 Obtaining tender documents
4.1 Anyone  who  is  interested  in  participating,  please  come  to  PT. Tenaga Listrik Bengkulu, Teluk Sepang District, Kec. Kampung Melayu, Bengkulu City - Bengkulu (38216) to collect the bidding documents from 25 November 2023 to 29 November 2023 from 8:00 to 12:00 and from 14:00 to 17:00 (Indonesia time) with the company’s letter of introduction.
If you order bidding documents by email, you do not need to pay the handling fee and postage. The tenderer will send the letter of introduction from the unit within 2 days after receiving it.
4.2 If the bidding documents are not obtained through the channels required in Article 4.1 of this bidding announcement, the bid will be rejected.
4.3 The price of bidding documents each set is IDR 0 , non-refundable after sale.

5 Submission of tender documents
5.1 The deadline for submission of bidding documents is 15:00 on December 18, 2023 (Indonesia time)，Submission place: PT. Tenaga Listrik Bengkulu, Teluk Sepang District, Kec. Kampung Melayu, Bengkulu City - Bengkulu (38216).
5.2 Bidding documents that are delivered late, do not arrive at the designated location, are not sealed (or encrypted) in accordance with the requirements of the bidding documents, or do not pass pre-qualification (if any) will be rejected by the tenderer.
