The project has met the procurement conditions, and contractors are now invited to participate in competitive negotiation procurement activities.

1. BRIEF

1.1 Procurement project name: Dock Operation and Maintenance Project

1.2 Purchaser: PT. Tenaga Listrik Bengkulu

1.3 Purchasing Agency (if any) : None

1.4 Procurement project overview: Coal unloading and daily maintenance of dock equipment during the operation

1.5 Procurement method: Public competitive negotiation announcement

 

2. PURCHASE SCOPE AND RELEVANT REQUIREMENTS

2.1 Purchase scope: Dock operation, coal loading and unloading service and dock equipment maintenance.

2.2 Estimated Service Schedule: 24 months (from January 1st 2024 to December 31st 2025)

2.3 Location of Service: PT. Tenaga Listrik Bengkulu’s dock

2.4 Requirement of quality: Familiar with the whole process of dock operation and unloading coal service, to meet the needs of PT. Tenaga Listrik Bengkulu’s dock operation and maintenance.

2.5 Section: One section only

2.6 Others (if any): Just one qualified offeror will be selected as the contractor for the dock services.

 

3. QUALIFICATION OF THE BIDDER

3.1 This procurement requires the contractor to be established in accordance with the law and its qualification, finance, performance, reputation, the main person in charge of the project meet the following requirements, and have the corresponding ability to undertake the project in terms of personnel, performance, equipment and funds.

3.1.1 Qualification requirements: It must be a company registered in Indonesia with independent legal personality. The contractor must have the corresponding permits required by Indonesian law for the dock services.

3.1.2 Financial requirements: The contractor must have good bank credit and business reputation, and it has not been ordered to suspend business, asset reorganization or bankruptcy, property has not been taken over or frozen, and has a good financial status in the past three years.

3.1.3 Performance requirements: The contractor has a high level of technical expertise and is familiar with the complete process of coal handling and unloading and dock services.

3.1.4 Reputation requirements: The contractor must have good bank credit and business reputation.

3.2 Consortium bids will not be accepted in this procurement.

 

4. OBTAINING OF TENDER DOCUMENT

4.1 Anyone who is interested in participating, please come to Teluk Sepang Kec. Kampung Melayu Kota Bengkulu - Bengkulu 38216 to collect the competitive negotiation documents from 24 November 2023 to 28 November 2023 from 8:00 to 12:00 and from 14:00 to 17:00 with a letter of introduction (Indonesia time).

4.2 If the procurement document is not obtained in the way required in Article 4.1 of this procurement notice, its response document will be rejected.

4.3 The price of purchase documents each set is  0  yuan, non-refundable after sale.

 

5. SUBMISSION OF RESPONSE DOCUMENTS

5.1 The deadline for submission of response documents (response deadline) is 15:00 on December 4, 2023 (Indonesian time), and the place of submission is: Teluk Sepang Kec. Kampung Melayu Kota Bengkulu - Bengkulu 38216.

5.2 The Purchaser will reject the response documents that are delivered late, not delivered to the designated place, not sealed (or encrypted) in accordance with the requirements of the procurement documents, or prequalified (if any) not passed.

 

6. TIME AND PLACE TO NEGOTIATE

6.1 Negotiation time (estimated) : 9:30 on December 6, 2023, with the specific time of negotiation with each contractor to be announced.

6.2 Negotiation Venue: Conference Room on the second floor of PT. Tenaga Listrik Bengkulu.

6.3 If the responder submitting the response document fails to participate in a negotiation round on time, it shall be deemed to have automatically abandoned the negotiation round.

 

7. MEDIA FOR NOTICE TO PUBLIC

The public competitive negotiation announcement is published simultaneously on the Bidding and Purchasing Public Resource Trading Platform of PowerChina (http://bid.powerchina.cn/en) and China Tendering and Bidding Public Service Platform (http://www.cebpubservice.com).
