1 PURCHASE CONDITIONS
The purchase of the 60 Towers Rectification Works of the 150kV transmission line of PLTU Bengkulu 2X100MW Power Plant, which has the procurement conditions and plans to purchase through open competitive negotiation. The relevant matters are now announced as follows. If there are contractors that meet the requirements, please actively participate.
2 PURCHASE SCOPE AND RELEVANT REQUIREMENTS
2.1 Purchase scope: 60 Towers Rectification Works of the 150kV transmission line, including towers’ foundation rectification, replacement of anti-fog insulators, stringing work, third party supervision, and the compile & getting approval of the as-built drawings, etc.
2.2 Estimated Construction Schedule: 13 months (from December 1st 2023 to December 31st 2024);
2.3 Location of construction: each position of the 60 towers;
2.4 Requirement of quality: the well-rectified towers and related work shall be inspected & accepted by PT. PLN, and completed final hand-over to PT. PLN of the whole transmission line;
2.5 Section: One section only,
2.6 Others (if any): Just one qualified Offeror will be selected as the Contractor for the 60 Towers Rectification Works.
3 QUALIFICATION OF THE BIDDER
3.1 This procurement requires the contractor’s qualifications, performance, and project principal to meet the following requirements and have corresponding capabilities in terms of personnel, performance, equipment, and funds.
3.1.1 Qualification requirements: it must be a company registered in Indonesia with independent legal personality or a consortium of Indonesia and other countries (including Indonesia); if the bidder is a consortium, a consortium agreement must be provided at the same time, clearly stipulating the rights, responsibilities, and interests of each party, All parties to the consortium bear joint and several liability for the winning project. If a party in the consortium breaches the contract, the tenderee has the right to require any party to assume full responsibility. Neither party to the consortium may use its internal consortium agreement to oppose the tenderee. The contractor must have the corresponding permits required by Indonesian law for the 60 Towers Rectification Works.
3.1.2 Financial requirements: The contractor must have good bank credit and business reputation, and it has not been ordered to suspend business, asset reorganization or bankruptcy, property has not been taken over or frozen, and has a good financial status in the past three years.
3.1.3 Performance requirements: The contractor must have the corresponding means in the execution of the Rectification Works, and provide the corresponding work plan and related certification materials.
3.1.4 Requirements of the main person in charge of the project: The engineer involved in the 60 Towers Rectification Works must be an experienced and professional counterpart, and the person in charge of the site has experience in the Rectification Works and provides corresponding supporting documents;
3.1.5 Other requirements (if any): None
3.2 This purchase accepts (accepts or does not accept) consortium bids.
4 OBTAINING OF TENDER DOCUMENT
4.1 Anyone who is interested in participating, please come to Teluk Sepang Kec. Kampung Melayu Kota Bengkulu- Bengkulu 38216 to collect the competitive negotiation documents from 8:00 on October 19th 2023 to 17:00 on October 23rd 2023 (Indonesia time).
4.2 The price of each set of competitive negotiation documents is 0 yuan, non-refundable after sale.
5 SUBMISSION OF BIDS
5.1 The deadline for submission of bid documents is 15:00 on October 30th 2023 (Indonesia time).
5.2 The contractor shall deliver the bid documents to Teluk Sepang Kec. Kampung Melayu Kota Bengkulu- Bengkulu 38216 before the deadline for submission of bid documents. The Tenderee shall reject any Bids of overdue delivery.
6 MEDIA FOR NOTICE TO PUBLIC
6.1 The invitation for bids is published simultaneously on the Bidding and Purchasing Public Resource Trading Platform of PowerChina (http://bid.powerchina.cn/en) and China Tendering and Bidding Public Service Platform (http://www.cebpubservice.com).
6.2 From 8:00 on October 19th 2023 to 17:00 on October 23rd 2023 (Indonesia time).
