POWERCHINA Resources Limited Tender Announcement for BOP Operation and Maintenance Service of BiH Ivovik 84 MW Wind Farm Project

1. Tender Conditions

This tender project is the Ivovik 84 MW Wind Farm Project, the owner of the project is VE IVOVIK D.O.O. SARAJEVO, the construction funds is self-raised by the Owner. And the Tenderee is VE IVOVIK D.O.O. SARAJEVO. The project is eligible for bidding, and the Bidding of BOP Operation and Maintenance including assets management Service for Five years form the Service Commencement Date of the Ivovik 84 MW Wind Farm Project is now open.

2. Overview of project and Scope of works

Ivovik 84MW Wind Farm Project (the Project) is located in the Herzeg-Bosnian Canton of Bosnia and Herzegovina, to the east of Livno city, with a straight-line distance of about 90 km from the capital Sarajevo. The Project is planned to install 20 Wind Turbine Generators, with a total installed capacity of 84MW, 110kV Substation for the Wind Farm, about 2 km Transmission Line, and the access road, internal road and platform for crane, etc. The Estimated Start Date of Trial Period is December, 2023. The estimated operation period is 30 years.

The scope of works:

2.1 BOP Operation and Maintenance

(1) Monitoring the operation status of the equipment. Daily inspection, scheduled and unscheduled maintenance of BOP equipment and facilities.

(2) Analysis and treatment/repair of faults and defects that occur in production equipment during operation.

(3) Inspection and treatment/removal of common hazards of wind farm; preventive tests of production equipment, for example settlement observation of buildings, lightning protection and grounding tests, daily inspections of underground cables and elimination of faults within the wind farm, etc.

2.2 Asset Management

(1) Production Management

l Day-to-day wind farm real-time monitoring and control, daily production plan submission, production data recording, statistical analysis and reporting of all production equipment of wind farm.

(2) Material management

l Procurement and transportation of consumables material and spare parts for BOP;

l Storage Management of production material and spare parts of wind farm.

(3) HSE Management

l All health, safety and environment management work related to the wind farm site, including annual safety inspection and safety tool calibration and safety related management work, etc.

(4) Technical Management

l To prepare the technical proposal of wind farm upgrade, to ensure reliable operation and improve the operation performance.

l Technical training for production personnel.

(5) Document Management

l Formulation and record of related rules, regulations, standing books, daily records and documents of wind farm.

l Filing and handing over documents during the production process.

(6) Communication Management

l Coordination and communication with local government authorities, Elektroprenos, NOSBiH, other agencies and local communities related to the operation of wind farm.

3. Request of Qualification (Eligible Bidders) 

3.1 The Participant should possess the relevant Qualifications and Licenses for BOP Operation and Maintenance Service of Energy Projects. 

3.2 The Participant should provide the company"s financial situation in the past three years, such as financial reports, etc.,

3.3 The Participant should prove that as the BOP Operation and Maintenance Service Provider for at least one Energy Project and/or Substation.

3.4 The Participant should prove that no less than 30 full-time employers.

3.5 The Participant shall provide suitably qualified personnel to provide the BOP Operation and Maintenance Service Service.

3.6 The Participant should provide Quality Health Safety and Environment Management System Certifications or management experience.

3.7 The Bidding accept the consortium bid.

4. Acquisition of Bidding Documents

Anyone who is interested in participating, please send the bid confirmation letter with official seal to the mailbox of the designated contact person from 8:00 AM on August 30, 2023 to 17:00 PM on September 8, 2023 (Central European Time - Sarajevo). This bidding will be based on the bidding confirmation letter to send the bidding document by email.

5. Submission of Tender Documents

The deadline for submission of tender documents is 10:00 AM on September 25, 2023 (Central European Time - Sarajevo). Bidders should submit the tender documents at the office of the Tenderee, which office address is shown in the Clause 7 of this Chapter before the deadline. Overdue bidding documents will be rejected.

6. Medium of Tender Notice

The Bidding Notice is published simultaneously on the Bidding and Purchasing Public Resource Trading Platform of PowerChina (https://bid.powerchina.cn/en/) and China Tendering and Bidding Public Service Platform (https://www.cebpubservice.com).
