1.      PURCHASE CONDITIONS

The purchaser of the T42 & T43 Relocation and Rectification Works of the Indonesian Bengkulu 2x100MW coal-fired power plant project (project name) of this project is PT. TENAGA LISTRIK BENGKULU, which has the procurement conditions and plans to purchase through open competitive negotiation. The relevant matters are now announced as follows. If there are contractors that meet the requirements, please actively participate.

2. PROCUREMENT SCOPE AND RELEVANT REQUIREMENTS

2.1 Scope of purchase: T42 & T43 Relocation and Rectification Works

2.2 Planned construction period (project) / delivery period (goods) / service period (service): 2 months

2.3 Construction location (project) / delivery location (goods) / service location (service): T42, T43 tower location

2.4 Quality requirements (project) / goods quality standards or main technical performance indicators (goods) / service quality requirements or service standards (services): accepted by PLN

2.5 Division of bid section / package: it is divided into one bid section

2.6 other supplements (if any): None

3. QUALIFICATION OF THE BIDDER

3.1 This procurement requires the contractor’s qualifications, performance, and project principal to meet the following requirements and have corresponding capabilities in terms of personnel, performance, equipment, and funds.

3.1.1 Qualification requirements: it must be a company registered in Indonesia with independent legal personality or a consortium of Indonesia and other countries (including Indonesia); if the bidder is a consortium, a consortium agreement must be provided at the same time, clearly stipulating the rights, responsibilities, and interests of each party, All parties to the consortium bear joint and several liability for the winning project. If a party in the consortium breaches the contract, the tenderee has the right to require any party to assume full responsibility. Neither party to the consortium may use its internal consortium agreement to oppose the tenderee. The contractor must have the corresponding permits required by Indonesian law for the T42 & T43 Relocation and Rectification Works.

3.1.2 Financial requirements: The contractor must have good bank credit and business reputation, and it has not been ordered to suspend business, asset reorganization or bankruptcy, property has not been taken over or frozen, and has a good financial status in the past three years.

3.1.3 Performance requirements: The contractor must have the corresponding means in the execution of the Rectification Works, and provide the corresponding work plan and related certification materials.

3.1.4 Reputation requirements: the contractor must have good bank credit and commercial reputation.

3.1.5 Requirements of the main person in charge of the project: The engineer involved in the T42 & T43 Relocation and Rectification Works must be an experienced and professional counterpart, and the person in charge of the site has experience in the Rectification Works and provides corresponding supporting documents;

3.2 Other requirements: this procurement will not give economic compensation for the technical achievements in the response documents of unsuccessful contractors.

3.3 This purchase dose not accept (accepts or does not accept) consortium bids.

 

4. OBTAINING OF TENDER DOCUMENT

4.1 Anyone who is interested in participating, please come to Teluk Sepang Kec. Kampung MelayuKota Bengkulu-Bengkulu 38216 to collect the competitive negotiation documents from 8:00-12:00 and 14:00-17:00 on April 19, 2022 till April 21, 2022.

4.2 If the procurement document is not obtained according to the way required in Article 4.1 of this procurement announcement, the response document will be rejected.

4.3 The price of each set of competitive negotiation documents is 0 yuan, non-refundable after sale.

 

5. SUBMISSION OF BIDS

5.1 The deadline for submission of bid documents is 15:00 on April 25, 2022 (Indonesia time).

5.2 The contractor shall deliver the bid documents to Teluk Sepang Kec. Kampung MelayuKota Bengkulu-Bengkulu 38216 before the deadline for submission of bid documents. The Tenderee shall reject any Bids of overdue delivery.

6. TIME AND PLACE OF NEGOTIATION

6.1 Negotiation time (estimated): at April 26, 2022, the specific time of negotiation with each contractor will be notified separately.

6.2 Place of negotiation: conference room on the second floor of PT. TENAGA LISTRIK BENGKULU.

6.3 If the responding contractor submitting the response document fails to participate in a certain round of negotiation on time, it shall be deemed that it has automatically abandoned the round of negotiation.

7． MEDIA FOR NOTICE TO PUBLIC

7.1 The invitation for bids is published simultaneously on the Bidding and Purchasing Public Resource Trading Platform of PowerChina (http://bid.powerchina.cn/en).
