POWERCHINA Resources Limited Tender Announcement For Open Bidding of Supervision/Owner’s Engineer of Ivovik 84 MW Wind Farm Project in Bosnia and Herzegovina

1. Tender Conditions
This tender project is the Ivovik 84 MW Wind Farm Project, the owner of the project is VE IVOVIK D.O.O. SARAJEVO, the construction funds come from self-raised by the Owner. And the Tenderee is VE IVOVIK D.O.O. SARAJEVO. The project is eligible for bidding, and the Bidding of Supervision/Owner’s Engineer of the Ivovik 84 MW Wind Farm Project is now open tendering.

2. Overview of project and Scope of works
2.1 Project location: Bosnia and Herzegovina
2.2 Project scale:
Ivovik 84MW Wind Farm Project (the Project) is located in the West Bosnian Region of Bosnia and Herzegovina, to the east of Livno city, with a straight-line distance of about 90 km from the capital Sarajevo. The Project is planned to install 20 Wind Turbine Generators, with a total installed capacity of 84MW, 110kV Substation for the Wind Farm, about 2.2 km Transmission Line, and the access road, internal road and platform for crane, etc.
2.3 Project duration/delivery/service period: the estimated total service period is 18 months.The Estimated Start Date of Construction is March, 2022.
2.4 Work Scope:
The scope of works: Assist the Employer in the management of the Project during the construction period, Communication with the Contractor on behalf of the Employer, Supervise the contractor to complete the work during the construction period, technical advice and Site Inspections, review related documents of Project, Commissioning and Taking Over Services, claims management, Quality management, HSE management, etc., and all other works related to the responsibilities of the owner"s engineer.
2.5 Progress Requirement: for detailed requirements of works, please see Chapter 5 Scope of Works and Employer’s Requirements.

3. Request of Qualification (Eligible Bidders)
3.1 The Participant should possess the relevant Qualifications and Licenses for Project Supervisor and/or Owner’s Engineers of Construction of Energy Projects, especially Wind Power Projects in Bosnia and Herzegovina and the Federation of Bosnia and Herzegovina.
3.2 The Participant should proof of the company"s financial situation in the past three years, such as financial reports, etc.,
3.3 The Participant should prove that as at least one Project Supervisor or Owner"s Engineer"s relevant project experience and performance in Bosnia and Herzegovina.
3.4 The Participant should proof that no less than 30 full-time Engineers.
3.5 The Participant shall provide suitably qualified personnel to fill the following positions. For each position should meet the experience requirements specified below:

3.6 The Participant should provide Quality Health Safety and Environment Management System Certifications or management experience.
3.7 The Bidding does not accept the consortium bid.

4. Acquisition of Bidding Documents
Anyone who is interested in participating, please send the bid confirmation letter with official seal to the mailbox of the designated contact person from 9:00 am, January 28, 2022 to 9:00 am, February 6, 2022 (Sarajevo time). This bidding will be based on the bidding confirmation letter to send the bidding document by email.

5. Submission of Tender Documents
The deadline for submission of tender documents is 9:00 AM on February 27, 2022 (Sarajevo time). Bidders should submit the tender documents at the office of the Tenderee, which office address is shown in the Clause 7 of this Chapter before the deadline. Overdue bidding documents will be rejected.

6. Medium of Tender Notice
The Bidding Notice is published simultaneously on the Bidding and Purchasing Public Resource Trading Platform of PowerChina (http://bid.powerchina.cn/en) and China tendering and bidding public service platform (http://www.cebpubservice.com).
