                                               The Coal Independent Surveyor Service Section of Barisal Coal-Fired Power Plant Project in Bangladesh


1. Tender Conditions
This tender project is the Barisal Coal-fired Power Plant Project, the owner of the project is Barisal Electric Power Company Limited, the construction funds come from the company"s self-raised and bank loans, and the ratio of investment is 25%:75%. And the Tenderee is Barisal Electric Power Company Limited. The project has the tender conditions, and the Coal Independent Surveyor Service of the project is now open tendering.

2.Project Overview and Bidding Scope
2.1Project location: Bangladesh
2.2Project scale:
The Tenderee is investing and building a 307MW coal-fired power plant located in Taltali, Barishal, Bangladesh and intends to import coal from Indonesia, Australia and South Africa. Thus the Tenderee is seeking to engage a qualified and capable Coal Independent Surveyor by tender.
The tenderee plans to establish an independent coal testing laboratory in the project site, and the tenderee will provide coal testing equipment and instruments (the ownership of equipment and instruments shall be owned by the tenderee, and the use right shall be owned by the Coal Independent Surveyor), the tenderee provides a space on the project site, establishes an independent coal testing laboratory, the Tenderer shall help establish and obtain international standard certification; Before the project site laboratory is put into use, the Tenderer’s laboratory shall be used for testing; in addition. After the project site laboratory is put into use, the Coal Independent Surveyor shall send testing personnel to provide testing services in the laboratory on the project site. The estimated capacity of coal discharge in the Project shall be 1.0 million tons each year (The estimated capacity is only as a reference for Tenderer).
2.3Project duration/delivery/service period:22 months, the ervice period may be extended with the written consent of both parties.
2.4 Work Scope:
Carry out the inspection and acceptance of the coal quality and weight of the cargo ship at the coal unloading jetty; Inspect and determine the coal weight at the discharge port (outer anchorage) and issue a measurement report; sampling, coal sample preparation and testing, and issue test report. The tenderee shall provide a space on the project site and establish a sampling and preparation laboratory and coal testing laboratory. The Tenderer shall be responsible for the standardization construction of the laboratory, which shall meet the ISO international quality system standards and provide relevant testing services. Before the on-site laboratory is put into use, it shall be tested by an independent testing agency in its own laboratory (meet the ISO international quality system standards); after the on-site laboratory is put into use, the Coal Independent Surveyor shall send testing personnel for testing in the on-site laboratory.
2.5 Progress Requirement:
After receiving the Tenderee’s start-working notice, The Tenderer shall start work at the date specified in the notice on time, otherwise will be regarded as overdue.

3. Notice to Tenderers
3.1. Qualification of the Tenderer
3.1.1 The Tenderer must have a valid business license.
3.1.2 The Tenderer must have a full equipped laboratory with high quality management system.
3.1.3 The Tenderer"s laboratory must have a certificate of coal metrology and laboratory testing and the ability to implement the analysis.
3.1.4 Tenderers must provide testing personnel and have the ability to carry out coal testing.
3.2. Performance of the Tenderer
3.2.1 The Tenderer shall have engaged in coal testing and surveying of vessels business for more than three years.
3.2.2 Tenderer’s coal testing business scale or the signed contract price in coal testing business is not less than 100 million tons per year. If the Tenderer uses the Bangladesh branch or subsidiary to participate in this bid, the parent company"s performance can be used as the Tenderer"s performance.
3.2.3 Tenderer should have experience to undertake large-scale coal testing and survey for power companies.
3.3 Restrictive conditions
3.3.1 The Tenderer shall not have any affiliation with the supplier or Tenderee of the coal to be inspected.
3.3.2 If two Tenderers are related, a bid from only one party shall be accepted.
3.3.3 The Tenderer has never received a warning form any organization due to testing quality accident, any illegal and major breach of contract.
3.3.4 The Tenderer has never had any legal disputes including on major coal testing business.
3.4. Joint bidding is not acceptable in this bid.
3.5. Qualification review: Post-qualification review will adopt in this bid. The potential Tenderer, who obtained Tender Documents from the Tenderee, does not mean that it has passed the qualification review.

4. Requirements of the Tender Documents:
4.1 Anyone who is interested in participating, please Anyone who is interested in participating, please buy the tender documents from 9:00 am, September 1, 2021 to 9:00 am, September 5, 2021 (Bangladesh time).
4.2 The price of each set of tender documents is USD500 or TK42,000, which is non-refundable after sale. Personal telegraphic transfer and cash are not acceptable. Those who intend to participate in the bidding shall purchase the Tender Documents by telegraphic transfer or transfer, and the remittance shall be remitted to the account designated by the Tenderee. When purchasing the Tender Documents, the Tenderer shall submit the remittance payment voucher of purchasing Tender Documents to the Tenderee. The location of sale of Tender documents is Road No10，House 12 KA, Baridhara, Dhaka, Bangladesh.
4.3 Tender Security
Each Tenderer shall submit Tender security in the form of bond or cheque with a deposit of USD10000 or BDT 840,000 to Tenderee for the tendering before the Bidding Documents Submission deadline.
The Tender Security (excluding interest) of unsuccessful Tenderers will be returned within thirty（30）days after the signing of the Contract.
The Performance Security (excluding interest) of the successful Tenderer will be returned within thirty（30）days when the Tenderer has furnished the required Performance Security and signed the Contract Agreement.
4.4 Amendment of Tender documents
At any time of prior to 10 days of the deadline for submission of tender, tenderee may modify the tender Documents by issuing an addendum. Any addendum thus issued shall form part of the tender documents.

5.Bidding Documents submission and bid opening
5.1 Bidding Documents Submission deadline: 11:00 am Bangladesh Time, 23 September 2021. All Tenderer shall send the sealed bidding documents to the contact email of the Tenderee by email. And all Tenderers shall seal their bidding documents and deliver them to the address: Road No10，House 12 KA, Baridhara, Dhaka, Bangladesh before 11:00 am Bangladesh Time, 23 September 2021.
5.2 Time of bid opening: 11:00 a.m. on September 23, 2021, Bangladesh time. Bids may be opened by video, and the specific way of bid opening will be notified at that time.
