INVITATION FOR BIDS

Project: The EPC Project of Windbreak between Emergency Ash Yard and Coal Yard

1.Bidding Conditions

The Tenderee of this project is Port Qasim Electric Power Company (Private) Limited (the “PQEPC”). The Project funds are from the Employer’s own funds and the proportion of investment is 100%.

Now the Tenderee shall hold the Public Tender for the EPC Project of Windbreak between Emergency Ash Yard and Coal Yard (the“Works”) since the project has met the Bidding conditions.

2. Project Introduction and the Scope of Bidding

2.1 Project Address: Plot No. EIZ/LL/SP-14, Eastern Industrial Zone, Port Qasim, Karachi, Pakistan

2.2 The scope of Works of the EPC Project of Windbreak between Emergency Ash Yard and Coal Yard includes but not be limited to the followings:

The overall secondary design and material procurement (including nuts and gaskets of anchor bolts M30), structural manufacturing and transportation, installation (except foundation), anti-corrosion, basic secondary grouting and etc. of the windbreak. The successful Bidder must also check the foundations to ensure compliance with installation conditions and local standards, etc.

2.3 The service period: After the Contract has been signed by both parties, the successful Bidder shall proceed expeditiously and without delay and shall ensure that the materials will be delivered at the Site within 70 days after the Contract becomes effective. Installation and preliminary acceptance shall be completed within 2 months upon arrival of the first batch of materials, and the final completion date shall be no later than January 31, 2020.

3. Qualification Requirements For Bidders:

3.1  A valid business license & production safety license;

3.2  A detailed understanding of the national tax policies of Pakistan and the People"s Republic of China, and shall have a detailed taxes and fees mentioned in the quotation.

3.3 The Manufacturer must have relevant design and production qualifications for the windbreak and be certified by ISO9002 quality system;

3.4 The Manufacturer must have steel structure design, production qualifications and certified by ISO9002 quality system;

3.5 The Bidders must have steel structure installation qualification certified by ISO9002 quality system;

3.6 The Bidders must have more than three similar projects in construction experience and performance and at least one similar Pakistani project in construction experience and performance as well as a registered company in Pakistan.

3.7  Good financial condition and no litigation involved。

3.8  The Tenderee forbids the joint Bidding

4. The Obtain of Bidding Documents

4.1 The Bidders may obtain a complete set of the Bidding Documents from October 12, 2019 to October 16, 2019 with a letter of introduction from the Bidder’s company. (Pakistan time 9:00am-11:00am and 14:30pm-16:30pm.) from Plot No. EIZ/LL/SP-14, Eastern Industrial Zone, Port Qasim, Karachi, Pakistan ) Bids shall be considered only from those eligible Bidders who have purchased the Bidding documents as an individual entity. The Bidder must be accompanied by a Bid security in the form of cash or pay order or bank guarantee valued at USD 40,000 or PKR 6,300,000. Otherwise it shall be rejected by the Tenderee as being non-responsive and returned to the Bidder without being opened.

4.2 The price of one set of Bidding Documents is Non-refundable amount of USD 300 or PKR 50,000 (cash payment).

5. Submission of Bids

5.1 The deadline for submission of Bids is at 10:00 AM on October 31, 2019 at above Site. The Bids shall be opened at 10:30 AM. Any bid received by the Tenderee after the deadline for submission of Bids or the Bids cannot meet the requirements of document sealing mentioned in the Bidding Document will not be accepted.       

5.2 The Bidder must be accompanied by a Bid security in the form of cash or pay order or bank guarantee valued at USD 40,000 or PKR 6,300,000 Otherwise it shall be rejected by the Tenderee as being non-responsive and returned to the Bidder without being opened.

6. The media for Publishing of Bidding Notice

This public tender notice shall be published in the Pakistan Newspapers of the Nation and Express.as well as in the China Tendering and Bidding Public Service Platform (http://www.cebpubservice.com) and BIDDING AND PURCHASING Public Resource Trading Platform (http://bid.powerchina.cn/en) and the Pakistan Newspapers of the Nation and Express.
