1. Project Overview

The Nam Ou River is the largest tributary of Laos on the left bank of the Mekong River. It originates from the border mountain range between Jiangcheng County of Yunnan Province and Fengsari Province of Laos. The river flows from north to south, about 50km to the east, and B.Ouang to the south to Muang. Khua, where the right bank tributary Nam Phak River joins, has the Muong Ngoy hydrological station in the Mengwei River section, and the river finally flows into the Mekong River at B.Pak-ou.

After gaining entire Nam Ou River Basin development right, POWERCHINA RESOURCES LTD. started to develop 7 cascades hydropower stations with a total installed capacity of 1272MW, the annual generation of 5,064 GWh and total investment about USD 2.4 billion. The river basin is developed in two phases. The first phase includes No.2, No.5, and No.6 stations with a total installed capacity of 540MW, an annual generation capacity of 2,092 GWh and total investment of USD 1.035 billion. Construction of the first phase started in October 2012 and completed on October 30th, 2016. No.1, No.3, No.4, and No.7 stations belong to second phase with a total installed capacity of 732MW, an annual generation capacity of 2,874GWh and total investment about USD 1.7 billion. The construction began in April 2016 and is expected to be completed in 2020.

2.4 Place of delivery：Laos, the main station of the Nam Ou River Basin Central Control Center project and the substations of each cascade power station

2.5 Quality requirements：Satisfy the needs of the project, to ensure long-term safe and stable operation of equipment.

 

3. The Proposed Supplier of the Single Source Procurement

The proposed supplier is Lao Asia Pacific Satellite Co., Ltd.

 

4. Description of Single Source Procurement

In the process of building the satellite communication system construction permit, the relevant regulatory authorities of the Lao government believe that the location of the centralized control center is too close to the Luang Prabang International Airport and the Luang Prabang military sub-district. The geographical location is relatively sensitive and the regulatory requirements are extremely strict. It is difficult to handle the construction of communication system. Laos Asia-Pacific Satellite Co., Ltd. was authorized by the Laos Government to operate the Laos State-owned Assets “Laos No. 1” communication satellite, and has close ties with the relevant government departments of Laos. The advantage of building a satellite communication system in Laos is obvious.
