一、 请问招标文件中（第10页）商务标书内容第一条“投标函”是否有统一的模板？如没有统一模板，需要在投标函中列出哪些内容要素？

Port Qasim Electric Power Company (Private) Limited

1．我方已经仔细研究了  巴基斯坦卡西姆港2×660MW燃煤电站入厂煤检测服务  招标文件（招标编号：          ）和补遗文件及澄清问题答复的全部内容，并已详细研究了服务范围和管理要求，愿意按照招标文件全部内容，承担招标文件规定的承包人的全部义务、责任和风险。

       We have carefully studied all the contents of Tender documents of Coal Independent Surveyor Service Contract For Pakistan Port Qasim Coal-fired Power Project (Tender Number: PQEPC-PS-CS-88) and Supplemental Documents as well as the Reply of Clarifications. We have also particularly studied the scope of service and management requirements. We are willing to undertake all of the Tender documents specified responsibilities and expenses  as per all the contents of Tender documents.

2．我方提交的投标文件在递交投标文件截止时间起的180天内一直有效，在此期间内被你方接受的上述文件对我方一直具有约束力。我方保证在投标有效期内不撤回投标文件，除招标文件另有规定外，不修改投标文件。

      Our Bidding document shall be valid for a period of 180 days from the date fixed for the bid submission deadline in accordance with the Tender Documents, and it shall remain binding upon us. We promise that we shall not withdraw the Bidding document during the Bidding effective period. Unless otherwise specified in the Tender documents, we shall not modify the Bidding Document.

3．随同本投标函，附上招标文件规定的投标保证金（投标保函），作为我方的投标担保。

Enclosed is the Bid Security (Bid Guarantee) stipulated in the Tender Documents as our Bid Security.

4．我方完全理解，你方不保证投标报价最低的投标人中标。我方愿意承担所有与投标有关的责任与费用。

We fully understand that you cannot guarantee that the lowest bid quotation Bidder will get the letter of acceptance. We accept to undertake all the responsibilities and expenses related to the Bid.

5．若我方中标：

       If we get the letter of acceptance: 

(1) 我方保证在收到你方的中标通知书后，按招标文件规定的期限，及时派法定代表人或其委托代理人前去签订合同；

     After we received your letter of acceptance, we guarantee that we shall dispatch legal representative or his entrusted agent to sign the Contract as per the stipulated period of tender document timely.

(2) 我方所提交的投标文件中的任何部分，经你方确认后均可作为合同文件的组成部分；

Any part of the Bidding documents were submitted by us, all of which can be as the constituent part of Contract document upon confirmed by you.

(3) 我方保证按合同规定按期完成全部工作。

We guarantee that we shall accomplish all of works as per the stipulated period of Contract on time.

二、第20页中，银行资信要求，我司经与中国银行申请后得到中行反馈，目前银行无法开具“几A级”的证明，只能根据银行固定模板描述“资信良好”，那么银行开具的证明可能与评分标准不吻合，请问是否会影响我司在此处的得分。

回复：请开具银行资信证明。

On page 20,Regarding the requirements of Bank Reference Letter specified in Page 20, it is to clarify hereof that the Bank cannot issue any Level-A certificate at present and can issue us the only description as “Good Credit Standing” in accordance with the fixed template as enforcing by the Bank, which was the feedback from Bank of China reflecting to the application of our company and might lead to misfit of scoring standard caused by the said description from the Bank, could you please tell us whether it shall negatively affect the score evaluation to our company?

Reply: Please request to issue Bank Reference Letter.

 

三、因银行开具投标保函，耗时过长，我司申请由境内间接全资附属公司缴纳投标保证金，可否？

回复：投标保函和保证金均可。子公司可以代缴纳保证金。

If we apply to the bank for a Bid guarantee, it will take longer time for us to manage this thing. Is it acceptable that we entrust our wholly-owned subsidiary to submit the Bid security to you?  

Reply:. Both Tender Guarantee and Margin Deposit are available and acceptable.

 

四、标书第15页， 10.3tender evaluation中问商务标得分20% （英文40%）、中文技术标得分40%（中文20%），请问准确得分比例是多少？

回复：技术标得分占比40%;商务标得分占比20%;价格标得分占比40%。

On page 15,It is stated in Article 10.3 – Tender Evaluation of page 15 showing that Commercial Evaluation score (Chinese 20% weighting, English 40% weighting) and Technical Evaluation score (Chinese 20% weighting, English 40% weighting). Could you tell me exact score weighting?

 

Reply：Technical Evaluation score [40% weighting];

-Commercial Evaluation score [20% weighting];

-Bidding price Evaluation score [40% weighting].

 

五、10.3.2.2业绩总分40分.

a) 有质量认证的可独立开展煤炭检测实验室，每个得2分，总分10分；

回复：有质量认证的可独立开展煤炭检测实验室，每个得1分，总分5分；

10.3.2.2 The Bidder"s achievements (The total score is 40)

a) If the Bidder has the quality-certified coal inspection laboratory and can accomplish coal inspection dependently, the Bidder’s each achievement shall get 2of total 10 score;

Reply: If the Bidder has the quality-certified coal inspection laboratory and can accomplish coal inspection dependently, the Bidder’s each achievement shall get 1 of total 5 score.

 

六、投标总报价分60分。

回复：评标价与评标基准价一致时得最高分，评标价比评标基准价每低1%扣0.3分，评标价比评标基准价每高1%扣1分，不足一个百分点线性插入。投标人报价得分最低不得低于价格权重分值的50%。

有效投标报价的算术平均值为评标基准价。

The Bid Quoted Price Score is 60.

Reply: When the Bid evaluation price is consistent with the Bid evaluation benchmark price, the highest score is obtained. If the Bid evaluation price is less than the Bid evaluation benchmark price , the Bidder shall be deducted 0.3 score /per 1 % of the Bid evaluation benchmark price . If the Bid evaluation price is more than the Bid evaluation benchmark price , the Bidder shall be deducted 1 score/per 1 % of the Bid evaluation benchmark price , less than1% point linear insertion. The lowest score of the Bidder’s price shall not be less than 50 % of the Bidding price evaluation scores. The arithmetic average value of a valid Bid price is the Bid evaluation benchmark price.

 

七、当承包商检测值与供方检测值差＞1%时，未能及时主动查找原因每次处罚50000巴基斯坦卢比，拒不查找原因或不配合查找原因每次处罚100000巴基斯坦卢比，直至解除合同。

回复：参照招标文件执行。

When the difference due to surveying data between the Contractor and the Supplier is more than one percent (1%), and the Contractor fails to positively seek for the causes occurred, the Contractor shall be penalized at PKR 50,000 per time. If the Contractor refuses to find out the causes or does not coordinate to the investigation, he will be penalized at PKR 100,000 per time until cancellation of the Contract.

Reply: Please execute the works as per the Tender documents.
