       The project has met the procurement conditions, and contractors are now invited to participate in competitive negotiation procurement activities.

1. BRIEF

2. PURCHASE SCOPE AND RELEVANT REQUIREMENTS

2.1 Purchase scope: Security Services of PT. Tenaga Listrik Bengkulu

2.2 Estimated Service Schedule: 24 Months (February 1, 2024 - January 31, 2026)

2.3 Location of Service: PT. Tenaga Listrik Bengkulu

2.4 Requirement of Quality: Familiar with Security Service in Power Plant and have related certification material, to meet the needs of PT. Tenaga Listrik Bengkulu

2.5 Section: One section only

2.6 Others (if any): Just one qualified offeror will be selected as the contractor for the security services.

 

3. QUALIFICATION OF THE BIDDER

3.1 This procurement requires the bidder’s qualifications, performance, and project principal to meet the following requirements and have corresponding capabilities in terms of personnel, performance, equipment, and funds.

3.1.1 Qualification requirements: It must be a company registered in Indonesia with an independent legal personality or a consortium of Indonesia and other countries (including Indonesia); if the bidder is a consortium, a consortium agreement must be provided at the same time, clearly stipulating the rights, responsibilities, and interests of each party. The contractor must have the corresponding permits required by Indonesian law for the Security Service. 

3.1.2 Financial requirements: The bidder must have good bank credit and business reputation, and it has not been ordered to suspend business, asset reorganization, or bankruptcy, the property has not been taken over or frozen, and has a good financial status in the past three years.

3.1.3 Performance requirements: The bidder must have the corresponding means of security service, and provide the corresponding security SOP and related certification materials.

3.1.4 Security Personnel requirements: The bidder must have at least 100% Gada Madya Certificate for Squad Commander and at least 90% Gada Pratama Certificate for Security Personnel.

3.1.5 Requirements of the main person in charge of the project: The person in charge involved in the security service must be an experienced and professional counterpart, and the person in charge of the site must have experience in security service and provides corresponding supporting documents.

3.1.6 Other requirements (if any): None

3.2 Consortium bids will be accepted in this procurement. All parties to the consortium bear joint and several liability for the winning project. If a party in the consortium breaches the contract, the tenderee has the right to require any party to assume full responsibility. Neither party to the consortium may use its internal consortium agreement to oppose the tenderee.

 

4. OBTAINING OF TENDER DOCUMENT

4.1 Anyone interested in participating, please come to Teluk Sepang Kec. Kampung Melayu Kota Bengkulu, Bengkulu 38216 to collect the open tender documents from 8:00 on January 8, 2024, to 17:00 on January 12, 2024 (Indonesia time).

4.2 If the procurement document is not obtained in the way required in Article 4.1 of this procurement notice, its response document will be rejected.

4.3 The price of each set of tender documents is  0  yuan, non-refundable after sale.

 

5. SUBMISSION OF RESPONSE DOCUMENTS

5.1 The deadline for submission of bid documents is 15:00 on January 13, 2024 (Indonesia time), and the place of submission is: Teluk Sepang Kec. Kampung Melayu Kota Bengkulu, Bengkulu (38216).

5.2 The Purchaser will reject the response documents that are delivered late, not delivered to the designated place, not sealed (or encrypted) in accordance with the requirements of the procurement documents, or prequalified (if any) not passed.

 

6. MEDIA FOR NOTICE TO PUBLIC

6.1 Negotiation time (estimated): 10:00 on January 19, 2023, with the spesific time of negotiation with each contractor to be announced.

6.2 Negotiation Venue: Conference Room on the Second floor of PT Tenaga Listrik Bengkulu
