This project has met the procurement conditions, and it is planned to purchase from PT.Trans Dana Profitri through public single-source procurement. Now the relevant matters will be publicized and accepted the supervision of all sectors of the society.

1.3 Procurement project overview: The Bengkulu coal-fired power plant project in Indonesia is located approximately 15 km southeast of Bengkulu City, Sumatra Island, Indonesia, facing the Indian Ocean to the west and Bengkulu Inner Harbor to the east. This project started operations on November 21, 2019.

2.3 Construction site (project)/delivery site (goods)/service site (service): Bengkulu Power Generation 2 x 100 MW (PT. Tenaga Listrik Bengkulu).

2.4 Quality requirements (project)/goods quality standards or main technical performance indicators (goods) / service quality requirements or service standards (services): Provide a complete set of security services for the power station and cooperate with the power generation company to coordinate and handle related security matters inside and outside the power station. Specifically, they include but are not limited to the following: a. The security service unit complies with the relevant regulations of Indonesia’s Perkap POLRI Regulation No. 24 of 2007 (Indonesian Police Regulations) and Perpol (Police Regulations) No. 4 of 2020. b. Provide 56 security personnel who comply with the relevant provisions of Perkap POLRI Regulation No. 24 of 2007 (Indonesian Police Regulations) and Perpol (Police Regulations) No. 4 of 2020. 3. Establish a sound security management system and implement it.

4 Reasons for adopting single source procurement method

4.1 Reasons for single-source sourcing：a. Security service units and security personnel must comply with the relevant regulations of Indonesia’s PerkapPOLRI Regulation No. 24 of 2007 (Indonesian Police Regulations) and Perpol (Police Regulations) No. 4 of 2020. And have relevant security qualifications. b. The current security service provider of the power generation company, PT. Trans Dana Profitri, has provided security services to the power generation company for 2 years. The service attitude is good and the service quality is high. No personal or property losses have occurred due to security reasons.

5 Media and deadline for public announcement

5.1 The public single-source procurement announcement is published simultaneously on the Bidding and Purchasing Public Resource Trading Platform of PowerChina (http://bid.powerchina.cn/en) and China Tendering and Bidding Public Service Platform (http://www.cebpubservice.com).

5.2 The period for issuing public announcements: from November 15, 2023 to November 19, 2023.

 

6 How to obtain procurement documents

6.1 PT Trans Dana Profitri is invited to come to Teluk Sepang Kec. Kampung Melayu Kota Bengkulu- Bengkulu 38216 to collect the tender documents from 8:00 on November 15, 2023 to 17:00 on November 19, 2023 (Indonesia time).

6.2 The price of each set of tender documents is 0 yuan, non-refundable after sale.

 

7 How to submit response documents

7.1 The deadline for submission of bid documents is 15:00 on November 23, 2023 (Indonesia time).

7.2 The PT Trans Dana Profitri shall deliver the bid documents to Teluk Sepang Kec. Kampung Melayu Kota Bengkulu- Bengkulu 38216 before the deadline for submission of bid documents. The Tenderee shall reject any Bids of overdue delivery.

 

8 Channels and methods for raising objections

8.1 If you have any objections, please provide feedback to the purchaser/purchasing agency according to the contact information published in this announcement during the publicity period.

8.2 Objections must have clear requests and necessary supporting materials, and must be in real-name form and stamped with the official seal of the unit.
