POWERCHINA International Group Limited Tender Announcement for Open Inquiry for Social and Environmental Management Services for Mauriti Photovoltaic Project

1.PURCHASE CONDITIONS
This tender project is the Mauriti Photovoltaic Project, the owner of the project is INTREPID - USINA FOTOVOLTAICA MAURITI, the construction funds come from self-raised by the Owner. And the tenderee is Powerchina International Group Limited. The project is eligible for open inquiry, and the inquiry of Social and Environmental Management Services for the photovoltaic plant of the Mauriti Photovoltaic Project of 429MWp is now open tendering.

2.OVERVIEW OF PROJECT AND SCOPE OF WORKS
2.1 Project location: Mauriti, State of Ceará
2.2 Project scale:
The Tenderee is investing and building a 429MWp Photovoltaic Project, located in Mauriti, State of Ceará, Brazil. The Project includes an elevator substation of 34.5/230kV, a 230kV Transmission Line from Milagres to Bom Nome C3 with estimated length of in 14km and necessary adaptations in the SE"s Milagres and Bom Nome.
2.3 Project duration/delivery/service period: the planned period of services will be from December 30th, 2022, until the date of commercial operation (COD) which will be November 30th, 2024.
2.4 Work Scope:
The scope object of the present Technical/Commercial Proposal must fully comply with the social and environmental conditions established by SEMACE when the IL (Installation License) was issued for the project, and is not limited to:
Environmental Audit Program;Surface Water Quality Monitoring Program;Soil Quality Monitoring Program;Noise Levels Monitoring Subprogram;Subprogram for Control and Monitoring of Particulate Matter; Erosive Process Monitoring and Control Program; Environmental Education Program; Workers" Environmental Education Program; Social Communication Program; Health Program for the Populations Surrounding the Development; Germplasm Rescue Program; Fauna Scare and Rescue Program; Fauna Monitoring Program; Archaeological Monitoring Program as foreseen in the Archaeological Heritage Management Program approved by IPHAN; Environmental Plan for Construction;Worker Protection and Work Environment Safety Subprogram; Subprogram for Solid Waste and Liquid Effluents Management; Road Signaling and Traffic Control Subprogram; Degraded Areas Recovery Program; Risk Management Plan; Environmental Emergency Action Plan;Vegetation Suppression Program.
2.5Progress Requirement: for detailed requirements of works, please see Chapter 5 EXECUTION PLAN.

3. QUALIFICATION OF THE BIDDER
3.1 Qualification requirements: The BIDDER must provide the valid business license or trade license and other relevant qualification documents.
3.2 Financial requirements: The BIDDER must have a good financial status and provide the audited financial reports of last 3 years.
3.3 Performance requirements: BIDDER Resume and 3 Technical Certificates of execution of works of the same size as the invitation.
3.4 Requirements of the main person in charge of the project: the BIDDER must provide CV of key personnel.
3.5 Other requirements: The BIDDER must provide other commercial, technical, tax and labor related registration and certification specified in the Chapter 8 QUALIFICATION DOCUMENTS

4.  REQUIREMENTS OF THE TENDER DOCUMENTS
4.1 Validity of the proposal:
The validity of the proposal must be 90 days and the price is fixed and unadjustable until the contract is finalized.
4.2 Language
The proposal must be submitted in English and Portuguese. The working language will be English and Portuguese.
4.3 Advance Payment
An advance payment of 10% (ten percent) of the contract value is planned, conditioned on the presentation of all the corresponding documentation, guarantees, and insurance stipulated in this invitation
4.4 Payment Method
The Contractor will submit a monthly measurement of the services performed to the Employer based on the work performed in the previous month. Once the measurement is approved, the Employer will authorize the issue of the invoice by the Contractor and will pay the amount within 30 (thirty) days after receipt of the invoice.
4.5 Insurances and Guarantees
4.5.1 Insurance
Bidders must submit the following policies after signing the Contract:
Concerning the employer"s liability insurance.
Workplace accident insurance for employees.
Insurance for own or third-party vehicles and equipment.
4.5.2 Guarantees and Performance
Bidders must submit the following guarantees after signing the Contract:
Advance guarantee, bank guarantee issued by a first-class bank acceptable to the Owner, referring to the advance payment value, valid for the duration of the contract.
Performance Bond, bank guarantee issued by a first-class bank acceptable to the Owner in the amount of 10% of the contract value, valid for the duration of the contract

5. ACQUISITION OF BIDDING DOCUMENTS
Anyone who is interested in participating, please send the bid confirmation letter with to the mailbox of the designated contact person from 9:00 am, December 14, 2022, to 9:00 am, December 19, 2022 (Brazilian time). This inquiry will be based on the bidding confirmation letter to send the bidding document by email.

6. SUBMISSION OF TENDER DOCUMENTS
The deadline for receipt of the proposal is 5:00 PM on December 21, 2022(Brazilian time). The proposal must be submitted in English and Portuguese, in separate envelopes, 1 copy of the Commercial Proposal and 1 copy of the Technical Proposal accompanied by an electronic medium.

The Bidding Notice is published simultaneously on the Bidding and Purchasing Public Resource Trading Platform of PowerChina (http://bid.powerchina.cn/en) and China tendering and bidding public service platform (http://www.cebpubservice.com).
