1.PURCHASE CONDITIONS
Barisal electric power company Ltd.(hereinafter referred to as “BEPCL”) of backup power supply project for Barisal coal-fired power plant project (project name) has been approved by POWERCHINA Resources Ltd. The purchaser of the backup power supply project of the Bangladesh Barisal coal-fired power plant project of this project is BEPCL, which has the procurement conditions and plans to purchase through single source procurement with ENGINEER’S PAC BANGLADESH LTD. The relevant matters are now. The announcement is as follows.
2.PROJECT OVERVIEW AND PROCUREMENT METHOD
2.1 Project location: Bangladesh
2.2 Project scale: The total installed capacity of this project is 307MW (net capacity). The scope of backup power supply project for Barisal coal-fired power plant project includes 33kV transmission line in length of 11 km and a 33/6.6kV substation.
2.3 Project duration/delivery/service period: 60 days, the start time is June 11, 2021.
2.4 Quality standards: to meet the relevant specifications, standards and requirements of the local government authorities in Bangladesh.
2.5 Procurement content: all the work required to the construction and connection of the 33kV transmission line in length of 11 km, and the 33/6.6kV substation for the project, and overhead connecting the substation to the power grid of Bangladesh, including but not limited to all the certificate and license required, land issues, foundation treatment, design, all related equipment and material procurement and transportation, construction and installation work, commissioning, EPC schedule and construction period management, etc. the overhead line connecting the substation to the power grid and 33/6.6kV substation project that meets the requirements for commissioning electricity for the Barisal coal-fired power plant project within the specified time, and finally obtain BEPCL’s acceptance.
2.6 Procurement scope: The backup power supply project contractor of the Bangladesh Barisal coal-fired power plant.
3.QUALIFICATION OF THE BIDDER
3.1 Qualification requirements: The bidder must provide the valid business license or trade license and other relevant qualification documents;
3.2 Financial requirements: The bidder must have a good financial status and provide 3 years of audited financial reports;
3.3 Performance requirements: The bidder must have performance and experience in power station construction in Bangladesh, and provide supporting documents of corresponding performance;
3.4 Requirements of the main person in charge of the project: The bidder "s engineering team must be experienced and professional counterparts;
3.5 Other requirements (if any): The bidder must provide proof of no litigation in the past three years.
4.OBTAINING OF TENDER DOCUMENT
4.1 Please send the bid confirmation letter with official seal to the mailbox of the designated contact person from June 3, 2021 to June 5, 2021. This bid will be based on the bidding confirmation letter to purchase the single source procurement document, please send the payment certificate to the designated contact person by email after payment. After receiving the payment certificate, the purchaser will send the single source procurement document by email.
4.2 The price of each set of the single source procurement document is BDT 20,000, non-refundable after sale. The fees can only be transferred by the Bidder. The account information is as follows:

5.SUBMISSION OF BIDS
5.1 The deadline for submission of bid documents is June 5, 2021.
5.2 The bidder shall deliver the bid documents to 12K/A, Road 10, Baridhara diplomatic zone, Dhaka, Bangladesh before the deadline for submission of bid documents. The Tenderee shall reject any Bids of overdue delivery.
6.SINGLE SOURCE PROCUREMENT NEGOTIATION
6.1 Negotiation time: June 5, 2021.

7.REASONS FOR THE SINGLE SOURCE PROCUREMENT
7.1 BEPCL will bulid a 11 km 33kV supply terminal and the 33/6.6kV substation, and connect with the 33 kV supply terminal in tatori town. The Engineer"s PAC had built the local 33kV power supply terminal in tatori town and owned the rich experience of building 33/6.6kV substation. In order to ensure the uniqueness and technical feasibility of the implementation of the backup power supply project connecting to the 33kV supply terminal in tatori town, it adopts single source procurement;
7.2 In view of the fact that the interval access project of 400kV line can only be completed and connected by the end of December 2021, which cannot meet the reverse power transmission target of Barisal coal-fired power plant project on August 31, the implementation plan of the backup power supply project is crucial for the promotion of Barisal coal-fired power plant project;
7.3 Engineer"s PAC has rich experience, and can also undertake the approval of the Ministry of Power, Energy and Mineral Resources required for this project and the approval of the 2000KW (25MWA) power capacity. Considering the urgency and importance of time, it is recommended to select contractor through open single source procurement to advance the project quickly.

9.MEDIA FOR NOTICE TO PUBLIC
The announcement is published simultaneously on the Bidding and Purchasing Public Resource Trading Platform of PowerChina (http://bid.powerchina.cn/en).
10.OBJECTION
The situation of the only contractor proposed for the project is now publicized and subject to supervision from all walks of life. If you have any objections, please give feedback to the purchaser in written form during the announcement period.
