Tender Announcement for Coal Independent Surveyor Service of Pakistan Port Qasim2 x 660 MW Coal-fired Power Plant

 1.Tender conditions

As the earliest coal-fired power generation project in the China-Pakistan economic corridor, the Pakistan Port Qasim 2 x 660 MW coal-fired power plant, which was jointly invested by China Power Construction Group and AL Mirqab Capital S.P.C, and has entered into commercial operation on April 25, 2018. Now the weight and quality test service of the coal of this project are open to tender.

2. Project Overview and Tendering Scope

2.1 Project location: Port Qasim in Karachi, Pakistan

2.2 Project scale： 2×660MW coal-fired power plant

2.3 Project operation period： 30 years 

2.4 Term of service for this tender project: 12 months. Both parties can enter into good faith negotiations, no later than two months before the expiry of the term, for a renewal of this Contract for an additional 12 months term following the expiry of the term.

2.5  Scope of tender：The list of coal testing equipment and instruments shall be determined jointly by employer and tenderer. The employer shall be responsible for the procurement (ownership of equipment and instruments belongs to employer). The employer shall provide an independent testing building on the project site and establish an independent coal testing laboratory on the project site. The tenderer is responsible for the construction of laboratory standardization, which meets the ISO international quality system standards and provides relevant testing services. The employer estimates that the annual coal unloading capacity of this project is about 4-5 million tons (the estimated annual coal unloading capacity is only for tenderer "reference).

3.Requirements on tenderer qualifications

3.1 The Tenderer shall have a valid business license.

3.2 The Tenderer shall have full equipped laboratories with high quality management system in no less than two countries.

3.3 The tenderer"s laboratory must have a certificate of coal metrology and laboratory testing.

3.4 The tenderer must have the ability to set up a laboratory in

the site provided by the tenderer to carry out coal testing within a short period of time (2 months).

3.5 The tenderer shall have engaged in coal testing and surveying of vessels business for more than three years.

3.6 The tenderer’s coal testing business scale or the signed Contract price in coal testing business is not less than 1 million tons per year.

3.7 The tenderer should have experience to undertake large-scale coal testing and survey for large electric power enterprises.

3.8 The employer do not accept joint tenders.

3.9 The tenderer shall have good financial position, and the tenderers has not been ordered to suspend business, taken over, frozen, and bankrupt in recently three years.

3.10 The tenderer shall not have any affiliation with the supplier or the Tenderer of the coal to be inspected.

4.2 The tenderers have completed the tendering registration, please log in the "Public Resource Trading System" (http://trade.powerchina.cn/en)to download the tender documents of this tendering from Dec 13, 2018 to Dec 20, 2018.

5.Submission of tender

5.1 Deadline for submission of tender is 11:00 am Jan 9, 2019, Please refer to "instructions to tenderer" in the tender documents for details of the submission of tender.

5.2 The employer shall reject any tender of overdue delivery.
