FOR
PROCUREMENT OF DOUBLE SHIELD HARD ROCK TUNNEL BORING MACHINES(TBMS) AND BACK-UP SYSTEM FORTHE HEADRACE
TUNNEL OF COCA CODO SINCLAIR HYDROPOWER
PROJECT IN ECUADOR
 
The Procurement Center of Sinohydro Group Ltd. (hereinafter referred to as the “Tendering Agent”) is entrusted by Sinohydro Corporation Ltd.(hereinafter referred to as “Tenderer”) to invite eligible Bidders to bid through ICB the “Procurement of Double Shield Hard Rock Tunnel Boring Machines (TBMs) and Back-up System for the Headrace Tunnel of Coca Codo Sinclair Hydropower Project in Ecuador (hereinafter referred to as ‘CCS Project’)”, Package One (Bid No.: SINOHYDRO-JZ/05-10059) and Package Two (Bid No.: SINOHYDRO-JZ/06-10060). We hereby announce our invitation to the eligibable bidders to bid the foresaid items of CCS Project. The Bidders are free to bid Package One, Package Two or both of them, and are required to declare in the colume of “Remarks” of the “Bid Opening List” their preferential conditions if the two packages are awarded together.
 
1. Brief Introduction to the Project
 
CCS Project is a water diversion hydropower station, located on Coca River in Chaco and Lumbaqui Areas between Napo Province and Sucumbios Province of Ecuador, about 130m from Quito.
The Headrace Tunnel Complex is composed of two major structures, the Headrace Tunnel and the outlet strucutures. The outlet structures are: outlet portal slope treatment, the gate chamber, the transition section, the guidance wall and the compensation resorvoirs.
The whole length of Headrace Tunnel is 24.823km. The invert elevation of Headrace Tunnel Inlet is El. 1267.90m, and the invert elevation of Headrace Tunnel Outlet is El. 1224.00m. The longitudinal gradient is 0.18 %. The Headrace Tunnel is design as free flow tunnel. The designed water flow in Headrace Tunnel is 222m3/s (corresponding to daily guaranteed ratio 38.5%)
The whole tunnel will be lined with concrete. Part of the tunnel will be excavated with conventional method with excavation diameter raning from 8.9m-9.1m and lined with cast in-situ concrete with thickness ranging from 30-40cm. Part of the tunnel will be excavated with Tunnel Boring Machine (TBM) with excavation diameter of 9.1m and lined with precast segments with thickness 32-35cm. T
This Bidding is for procurement of two sets of double shield hard rock TBM. The manufacturer(s) will first transport the TBMs to Guayaquil Port of Ecuador, then from Guayquil Port to the Jobsite. One machine will be delivered at the Portal of Adit No.2 and another will be delivered at the Outlet of Headrace Tunnel.
The electric power supply for the TBMs will be of 20KV, AC, three phaces, 50 Hz or 60Hz and the voltage fluctuation ±10%.
2. Construction Method
(1)Two sets of Double Shield Hard Rock TBM will be used for excavation of the Headrace Tunnel (L=24.823km). At the Inlet of Headrace Tunnel, Adit No.1 is located at Chainage K0+258 (L=356m, gradient -8.592%); at the middle part of Headrace Tunnel, Adit No.2 is located at Chainage K9+885 (the upstream curve L=1131m with gradient 0.21%, the downstream curve L=1298m with gradient 0.015%).
(2)The first TBM (hereinafter referred to as “TBM1”) will be transported to the portal of Adit No.2 and assembled outside, then slide into Adit No.2 by using the auxiliary cylinders pushing against the invert segment, and starts boring upward to the Inlet of Headrace Tunnel till Chainage K0+258 with total boring length 9.627km. The total working period of TBM1 is foreseen about 27months considering the impact by adverse geological conditions. After completion of excavation TBM1 will slide out through Adit No.1 (gradient = 8.59% upward) and be disassembled outside at the Portal of Adit No.1.
(3)The second TBM (hereinafter referred to as “TBM2”) will be transported at the Outlet of Headrace Tunnel near Chainage K24+823 and assembled outside, then slide to the working face at Chainage K24+123.508 by using the auxiliary cylinders pushing against the erected segmental rings, and start boring upward till Chainage K11+163.96 with total boring length 12.96km. The total working period of TBM2 is foreseen about 36months considering the impact by adverse geological conditions. After completion of excavation TBM2 (end at Chainage K11+163.96) will slide out via the downstream curve of Adit No.2 and be disassembled outside at the Portal of Adit No.2.
(4)Continuous belt conveyor system will be used for mucking-out during TBM excavation.
(5)TBM boring diameter is fixed 9.1m.
(6)Type of segmental lining: 6 +1 quadrilateral segment with thickness: 32-35cm.

3. Manufacturing Period
In this Project two sets of double shield hard rock TBM will be used for excavation of Headrace Tunnel. The total time period from TBM manufacturing till start of Test Run is fixed 72 weeks, i.e.:
1) TBM manufacturing, assembling and commissioning in Factory, totally 47 weeks;
2) Transportation from Factory to the Jobsite, totally 13 weeks;
3) Time from the assemblying and commissioning on site till start of Test Run, totally 12 weeks.
4. Scope of Supply
The Scope of supply is for procurement of two sets of Double Shield Hard Rock Tunnel Boring Machines (TBMs) and Backup System for the Headrace Tunnel of Coca Codo Sinclair Hydropower Project in Ecuador, including the main machine, the whole backup system, all of the auxiliary equipment, one set of initial cutters, and all kinds of working media, as well as spare parts, consumable parts, cutters, technical services and training, etc. which are necessary for completing the excavation of Headrace Tunnel of CCS Project. It is divided into two packages, i.e.:
1)Package One: TBM1 and the Backup System (including assembling, commissioning and test run of the entire system), auxiliary equipment, cutters, spare-parts, special tools, technical services, technical training, design liaison, workshop supervision and inspection, etc.;
2)Package two: TBM2 and the Backup System (including assembling, commissioning and test run of the entire system), auxiliary equipment, cutters, spare-parts, special tools, technical services, technical training, design liaison, workshop supervision and inspection, etc..
Important Notes:
*1) The two sets of Double Shield Hard Rock Tunnnel Boring Machines (TBM) and Backup System under this Bidding Documents shall be designed and made to fit the actual geological conditions of CCS Project;
*2) The Bidders must provide all drawings as well as words description for manufacturing and assemblying of the above systems, including the machine, all equipment, parts,etc..
5. Sources of Funds
Funds for this Bidding come from self-owned capital and bank loans. Funds for construction of the Project have been raised.
6. Type of Bidding and Principles
1) Type of Bidding: International Competitive Bidding (ICB)
2) Principles of Bidding: publicity, fairness, impartiality and good faith, and the best bidder(s) will be selected.
7. Qualification of the Bidders
(1) The Bidders shall be a legal enterprise with legal representative, have the right to enter into contract independently. The Bidders shall demonstrate their existing liquid assets being available at present, fixed assets not under mortgages, limit of credit and other financial incomes which are sufficient to meet the 47 weeks of production cash flow, excluding any net assest which are used for performance of other contracts.
(2) The Bidders shall have the relevant qualifications and abilities to design and manufacture the goods under conditions of this Biddign Documents in respect of their expertise, equipment, facilities, personnel organization, performance experience, etc. and have the relevant quality control systems and enterprise management.
(3) The Bidders shall have obtained ISO 9000 quality management system certificate,.
(4) The Bidders shall have experiences of producing at least two sets of double shield hard rock TBM with excavation diameter equal or bigger than 8m, and provide relevant information for the usage of similar machines in respect of project name and location as well as the performance of the machines. The Bidders shall have experiences of producing such kind of machine which have bored continuously 10km of tunnel under similar geological conditions of CCS Project. The Bidders shall have records for designing, manufacturing and steady operation of the same kind of machine, and provide the relevatn certification documents issued by the users.
(5) The Bidders shall have bank credit and godd business reputation, not being ordered to suspend business or in situation of property-being-taken-over or freezing or bankruptcy.
8. Bidding Arrangements
1) Time for Selling the Bidding Documents
The Bidding Documents will be sold at Room No.1218 of the Office Building of Sinohydro Group Ltd. at 22 Chegongzhuang West Raod, Haidian District, Beijing during 9:00 to 16:00 from August 16 to 27, 2010(except legal holidays). Price for each package is fixed at RMB 20,000 Yuan, which will not be returned regardless of whether the Bidders will submit their Bids or not or whether the Bidders will be awarded the Contract or not. Following documents and certificates shall be provided upon purchase of the Bidding Documents:
(1)Photocopy of the Bidder’s business license with official seal;
(2)TBM making and performance certificates, quality system certificate;
(3)Power of Attorney or letter of instruction signed by the legal representative of the Bidder for purchasing the Bidding Documents; and
(4)ID card of the persone who is authorized by the Bidder to purchase the Bidding Documents, leaving a photocopy.
2) Site Visit and Pre-Bid Meeting
The Tenderer will organize the Bidders for site visits on August 30-31, 2010 and hold a pre-bid meeting at the site of the Tenerer. The Bidders shall participate the Site Visit and Pre-bid Meeting according to the requirements stated in the “Notice for Site Visit and Pre-bid Meeting” , which will be provided to the Bidders when they buy the Bidding Documents.
Because of limitation of Tender’s conditions at present, the Bidders are required to organize by themselves the transportation and any stuff necessary for the site visit, and bear the relevant costs.
Arrangement for the Site Visit: the Bidders are required to get together at 8:00am on August 30, 2010 at the Gate of Hotel Swissotel Quito (Add: Av 12 De Octubre, 1820 y Luis - Cordero, Casilla, Quito 17-21-565, Ecuador‎ ‎, Website: Swisstel.com), the Tender will lead the Bidders to go to the site.

3) Bid Security
Upon submission of bid, the Bidders shall provide Bid Security as required by the Bidding Documents.
4) Deadline for Submission of Bids
The deadline for submission of bids is fixed at 10:00 a.m. on Septebmer 15, 2010 (Beijing Time), and the Bidders are kindly requested to submit their bid at the foresaid time to the Room No.1218 of the Office Building of Sinohydro Group Ltd. at 22 Chegongzhuang West Raod, Haidian District, Beijing. Any bid received by the Tenderer after the deadline or any bid without attaching the bid security will be rejected.
5) Bid Opening
All valid bids received by the Tender wil be opended at 10:00am on September 15, 2010 (Beijing Time) in the Room No. 1212 of the Office Building of Sinohydro Group Ltd. at 22 Chegongzhuang West Raod, Haidian District, Beijing.. The Bidders shall send their representatives to attend the Bid Opening Meeting.
6) Changes
If any change regarding the time and/or place for submission of Bids or for Bid Opening, the potential Bidders who purchased the Bidding Documents will be notified in written form.
