1. Project:Operation and Maintenance Project of Pakistan Port Qasim Coal Unloading Jetty.
2. Port Qasim Electric Power Company (Private) Limited (hereinafter referred to as the Employer), now issues the Bidding Notice to the eligible Bidders, who have capabilities of cargo handling & storage, or development & management, or operation at the jetty or port within the scope of business license to submit a competitive bids for operation, maintenance and administration for the works associated with O&M Project of Pakistan Port Qasim Coal Unloading Jetty.
3. Qualification requirements for bidders:
a) Contents relevant to cargo handling & storage or development & management or operation of jetty or port are included in the scope of Bidder’s business license:
b）The Bidder’s average annual turnover of the last consecutive three (3) financial years is at least equal to or exceeds USD50 million.
4. Port Qasim Electric Power Company (Private) Limited is investing and constructing the coal unloading jetty in Port Qasim, Karachi, Pakistan.
Project location: The Project is located in the southeast of Karachi, west of the Indus Delta, south coast of Pakistan and is about 37km away from Karachi.
5. In this regard, the Bidder is required to fully submit the Bids in accordance with the Bidding Documents, including price schedule or other data related to rates and prices for completing the works. Any item which is not given in details may cause the delay in negotiation process attributable to the Bidder’s own risks and expenses.
The scope of services of O&M Project of Pakistan Port Qasim Coal Unloading Jetty includes but not be limited to the followings:
a) Formulate Mobilization plan, and implement Mobilization work;
b) Establish safety, environmental protection, occupational health and hygiene management system, and carry out the relevant work with safety, environmental protection, occupational health and hygiene and the management work;
c) Establish production dispatching system at the jetty, and implement operation work and management work of the jetty;
d) Establish equipment and facilities maintenance system at the jetty, make maintenance and overhaul plan, and implement maintenance and management work for equipment and facilities at the whole jetty;
e) Except production and household electricity procurement, purchase tools, materials and spare parts required for operation, maintenance, overhaul work and the relevant management work;
f) Complete cooperation with Port Qasim Authority (PQA) and power station Operator.
g) Other relevant works.
The Bidder shall operate and maintain the project in accordance with the Bidding Documents. All relevant expenses are included in the Contract Price.
The Bidder is advised to note the qualifications requirements specified in the Instructions to Bidders(The language of bid shall be in English and Chinese for Bidders from China, and English for Bidders from any other countries. Language for dispute resolution shall be in English) and Bidding Data Sheet in the Bidding Documents.
The Bids shall be for the entire scope of the Works. The Bids covering only a part of the Works will be rejected without detailed evaluation.
6. Bids shall be considered only from those eligible Bidders who have purchased the Bidding Documents as individual entity.
7. The Bidder must be accompanied by a Bid Security in the form of Bank Guarantee or T/T Deposit valued at RMB 200,000 (in Words,RMB Two Hundred Thousand Only) or other qualified guarantee accepted by the Employer, otherwise it shall be rejected by the Employer as being non-responsive and returned to the Bidder without being opened.
8. The Bidder may obtain a complete set of Bidding Documents at 9:00-11:30 and 13:00-17:00 from August 26th, 2016 to August 30th, 2016 (Beijing time the same hereafter) from the office:

9. The price of one set of Bidding Documents is RMB2000 (in Words, RMB TWO THOUSAND Only).
10. The Bids must be submitted to the Employer no later than at 9:30 on September20th, 2016 (Beijing time) at the above address.
11. This announcement is not equal to any promise, contract, agreement etc. The Tenderee is fully entitled to choose the final suitable bidder.
