1. Subject: EPC of Coal-Unloading Jetty & Channel for Pakistan Port Qasim Coal-fired Power Project contract basis.

2. Port Qasim Electric Power Company (Private) Limited, hereinafter referred to as the Employer, now invites eligible Bidders, who has prior experience in Pakistan, to submit a competitive bid for engineering, procurement, construction, inspection, delivery, installation, testing, commissioning, and warranty for the Works associated with EPC of Coal-Unloading Jetty & Channel for Pakistan Port Qasim Coal-fired Power Project.

3. The Employer, Port Qasim Electric Power Company (Private) Limited, plans to invest and build an coal-fired power plant in Port Qasim. This project is the associated coal-unloading jetty works. Project location: the Project is located in the southeast of Karachi, west of the Indus Delta, south coast of Pakistan, and is about 37 km away from Karachi.

 4. In this regard, the Bidder is required to fully submit the Bid in accordance with the Bidding Documents, including price schedule or other data related to rates and prices for completing the works. Any item which is not given in details may cause the delay in negotiation process attributable to the Bidder’s own risks and expenses. The engineering, procurement, construction works under scope of this Invitation for Bids will be specified for the ”EPC of CoalUnloading Jetty & Channel for Pakistan Port Qasim Coal-fired Power Project”, including but not be limited to the following:

(a) construct a coal-unloading jetty of 70,000 DWT, approach bridge, revetment and associated auxiliary facilities;

(b) 50,000 DWT approach channel works;

(c) preliminary ground improvement to the reclamation for power plant; (d) other necessary and relevant works. The Bidder shall also provide for all other related Works not specifically mentioned in the Bidding Documents but necessary to complete the Works so as to be ready for commercial operation in accordance with the intent of the Contract. It is understood that all costs pertinent thereto are included in the Contract Price. The Bidder is advised to note the qualifications requirements specified in the Instructions to Bidders and Bid Data Sheet in the Bidding Documents. The Bid shall be for the entire scope of the Works. The Bid covering only a part of the Works will be rejected without detailed evaluation.

5. Bids shall be considered only from those eligible Bidders who have purchased the Bidding Documents as individual entity.

6. Any Bid must be accompanied by a Bid Security in the form of Bank Guarantee valued at RMB 1,000,000 (in Words, RMB One Million Only) or other qualified guarantee accepted by the Employer, otherwise it shall be rejected by the Employer as being non-responsive and returned to the Bidder without being opened.

7. The Bidder may obtain a complete set of Bidding Documents from 9:00 a.m. on June 18, 2015 until 17:00 p.m. on June 22, 2015 (during working hours) from the office :

8. The price of one set of Bidding Documents is RMB 6,000 or USD 1,000 (in Words, RMB Six Thousand Only or USD One Thousand Only).

9. The Bid must be submitted to the Employer no later than 9:00 a.m. (Beijing time) on July 8, 2015 at the above address. 10. This invitation is not equal to any promise, contract, agreement or etc. The Inviter is fully entitled to choose the final suitable bidder.
